I think a workable and basic definition might be. When consumer spending is disproportionately low in relation to the amount of goods and services being offered.
So a recession describes the fact that money is not being spent the way one would predict given the amount of goods and services that are available. It does nothing to help explain why the situation exists or how to get people and businesses back into a spending mode.
